Update to Proposed Amendments to Shipping and Handling Regulations (Illinois Administrative Code Sections 130.410, 130.415 and 140.301)

At the May 14, 2013, hearing, the Illinois Department of Revenue agreed to withdraw its proposed amendments to its shipping and handling regulations.  The Notice Of Withdraw To Meet The Objection Of The Joint Committee Of Administrative Rules will be published in the June 21, 2013, Illinois Register.

On April 16, 2013, the Joint Committee on Administrative Rules and the Illinois Department of Revenue agreed to extend for an additional 45 days the Second Notice period for this rulemaking. This rulemaking will be put on the agenda for the May 14, 2013, hearing.

The Second Notice period for this rulemaking began on 3/18/13 and will expire on 5/1/13.  The rulemaking is scheduled to be considered by the Joint Committee on Administrative Rules at its 4/16/13 meeting.

At this time, these amendments are only in the proposal stage. As such, they will not be enforced effective October 1, 2012. The October 1, 2012, date was added only as placeholder for what will become the final effective date.

On August 21, 2012, the department conducted a public hearing on the above proposed regulations. As part of this rulemaking project, the department received a large number of comments which are being evaluated.
